Why does a full deck count to zero?

Hi-Lo has 20 cards worth +1 and 20 worth −1 in each deck, so a whole deck always adds up to 0. It's a good check.

Does counting work online?

Not in games that shuffle every round, which is most of them. It needs a shoe dealt deep before the shuffle.
